I have a friend that lives in Charleston. This year has been a freaking disaster movie down there. Cops shooting an unarmed guy in the back on video. Related protests. Church shooting. Related protests. Confederate Flag. Floods. Hell, they even had a fighter jet crash mid-air with a commuter plane. I really think the end of the world is coming to Charleston.

SC does not have it's own State exchange, thank Republican Governor Nikki Haley for that. So residents of SC can buy through Federal Exchange https://www.healthcare.gov/ . Even is she does not qualify for subsidies the plans offered on the exchanges are much cheaper than buying direct. Also exchanges have an open enrollment period, enrollment period ends 12/15 for 2016 coverage, so she should get moving on it

Have you checked with a broker? When I was sell employed I paid out of pocket and there were some really affordable options.

Obamacare does not mean free or subsidized insurance, sure if you qualify you then get it but the Exchanges are a big part of Obamacare and give you a place to shop for it if it's not offered through your work. Even before I got my subsidized plan through the exchange I was buying there. Got the same insurance much cheaper than I was paying direct to insurer. It is a great place to compare different plans between multiple carriers

I would think if she is still fairly healthy a PPO is the way to go?

Would be ok if younger but as you age things can change very quickly healthwise. It's called insurance for a reason and I would want to make sure she has above average coverage

PPO just gives you more flexibility with choosing and seeing your doctors. HMOs are really only problematic if you don't have covered access to a good specialist. No idea at all what the healthcare scene is like down in Charleston though.
